H-1B LCA for a Museum worker

The "Public Access and Retention of Records" requires all employers of
H-1B visa holders to post Labor Condition Applications in a public
place where all employees can view it. Few people ever look for them
though, and that is really a shame because these forms would tell
employees a lot about the hiring practices of their companies.

I just obtained one of these LCAs from the State of Arizona. To view it

This LCA shows that Arizona hired an H-1B for $17 an hour for a
position of "Planner II". After further research I found out that this
job position is nothing more than a supervisory position for the parks
department, most likely in a museum. It requires someone that knows how
to gather statistics but there is no requirement for a college degree
so perhaps the worker has to be able to put numbers on a spreadsheet.
This is definitely not a specialty job that H-1B is supposed to be used
for.

I obtained this LCA from a state employee who saw the form on a
bulletin board one day while at work. Unfortunately the state didn't
offer that person an opportunity for the $17 an hour job because they
already decided to hire an H-1B. Instead this anonymous activist earns
$5.15 an hour and can only work 20 hours a week because it's a part
time job. This person is applying at a homeless shelter because the
minimum wage job isn't enough to live on. Tragically this activist was
a manager that was forced into unemployment after being replaced by an
illegal alien.
I checked the Arizona job search databases and could see no positions
like this listed. My conclusion is that the state never looked for a US
citizen before hiring the H-1B.
