Last week I attended a two day conference in Washington D.C. on immigration
that included the FAIR Board of Advisors meeting. There is a lot I need to
tell you about but let me begin with the issue all of us have been most
concerned with - the number of H-1B visas granted in the year 2002.

While in town I decided to drop by the DOL ETA department to get an update
on what's going on with H-1B. I asked for the fiscal year 2002 statistics. I
was told that there were about 250,000 LCAs processed in 2002. I consider
this number to be highly reliable because I talked to the DOL officials that
process the data.

Historically I have observed an average of 3.3 visas are requested per LCA,
which translates to 750,000 visas for 2002. Put another way, 2002 was the
third highest H-1B importation year in history.
