Delegates attending the 35th Biennial Convention of the Illinois AFL-CIO
voted unanimously to adopt Steve Tisza's (President of the Communication
Workers of America Local 4250 - Chicago) resolution to Abolish the H-1B Visa
Program. The Illinois State AFL-CIO is officially on record as the FIRST
State AFL-CIO body to adopt such a resolution. Delegates of the 64th Annual
CWA Convention adopted a similar resolution in June 2002. Therefore, the CWA
has the distinction of being the FIRST International Union to adopt a
resolution to Abolish the H-1B Visa Program.

This resolution will be submitted to the AFL-CIO for adoption. It will be
interesting to observe how this resolution is received. The AFL-CIO has
opposed H-1B in the past but in recent years they decided to not oppose it
by being silent on the issue. This resolution might force the H-1B issue
back into their agenda.

The CWA has opened a new website that will contain H-1B information. It's an
interesting site that explores issues that face technical workers. They show
why it's necessary to unionize in order to unite against H-1B and other
globalist abuses of American labor. ZaZona.com endorses this concept because

September 5-6, 2002 – Oakbrook, Illinois

RESOLUTION TO ABOLISH THE H-1B VISA PROGRAM

Whereas:
the Illinois AFL-CIO recognizes the combination of new technologies and
resultant competitive Global marketplace bring both new opportunities and
new vulnerabilities to our Nation’s critical communications/information
infrastructure; and

Whereas:
the catastrophic events of September 11, 2001 have revealed serious flaws in
our Homeland Security and Sovereignty of our borders; and

Whereas:
the Congress of the United States has enacted the H-1B Visa Program and
Immigration Act of 1990; and

Whereas:
American and foreign global corporations are circumventing the intent of
Congress by using loopholes in the H-1B Visa Program to replace tens of
thousands of American workers with foreign national and offshore workers;
and

Whereas:
the global transition to new technologies have provided foreign national and
offshore workers occasion to perform work on United States of America
military, financial services, utilities, transportation and emergency
services that could feasibly jeopardize our national and economic security;
and

Whereas:
the Illinois AFL-CIO recognizes the security and safety of the United States
of America takes precedence over all special interest groups.

Resolved:
the Illinois AFL-CIO condemns the abuses of the H-1B Visa Program.

Resolved:
the Illinois AFL-CIO shall adopt a leadership role in the AFL-CIO and
American labor movement to seek sponsors to introduce legislation to repeal
the H-1B Visa Program and oppose increases to yearly H-1B Visa statutory
caps.

Resolved:
the Illinois AFL-CIO shall educate the membership, the AFL-CIO and the
American public about these issues.

Resolved:
the Illinois AFL-CIO shall forward this resolution to the AFL-CIO for
adoption.
